Quietist pipe?

Quietist pipe?
In the town I live in the police will write you up for an expansion chamber on your moped. If you ride a moped, you do not have to have a tag on it and supposedly an expansion chamber brings the power level up to the point that you must have a tag on it. Go figure?
What is the quietist pipe I could put on a 1999 Honda sa50 and still get a usable amount of power and not draw unwanted attention?

Greetings:
I'll second Werx on that. Noise is all from the Left side. You'll think you're riding a Puch.
