I just rebuilt this 84 Spree and it isn't getting fuel. I took off the two hoses coming from fuel shutoff valve and sucked on the vacuum one and there is no pressure. The air comes right through. No fuel comes out of the other one either like its suppose to. I can apply vacuum or blow into the vacuum tube and it just escapes through the other tube. I cleaned it the other day by spraying some carb cleaner in there and pushing on the rubber tip. The spring still pushed the rubber back up and didn't look damaged, but I am still not getting any fuel from it. Does this mean its bad?
Also, I wanted to make sure I was getting a spark so I took the spark plug out of the head, kept it plugged into the wire and turned the engine over too see if there was a spark. There wasn't. Shouldn't there be a spark? It turns over fine.

When that has happened to me, I like to take and shoot compressed air through the top of the valve. If there is a sticky spring, sometimes it will help to free it up. Also, you need to make sure that you are putting your spark plug close (within an inch) to something metal ( like your muffler). Then you should see spark jump from the plug to the metal surface.

Yes your vacuume fuel valve is stuck closed. You may be able to get it open by soaking it in carb cleaner. Yes as in the previous post you must hold the plug against the engine while cranking it over to see if there is spark. It should be a nice blue spark.

I think I'm correctly understanding how it works??........I stick a screw driver in the top and push down on the rubber tip and the spring beneath it compresses fine with good resistance yet, but there must be some way that the air is escaping because like I said, when vacuum is applied the air just escapes and the rubber tip isn't brought downward. The bottom tip on the fuel shutoff valve is the vacuum right? and the inlet on the side of the valve is where the fuel flows through?
Maybe the rubber is deteriorated and is letting the air through? It just seems weird because the spring seems fine, but still somehow vacuum alone isn't moving the valve inside.

The diaphragm is synthetic rubber. Age, solvent cleaning, and indiscriminate treatment with compressed air have all been known to burst the bubble. Sadly, the Honda vac valves are non-rebuildable. Replace or substitute with another fitting.
