Pickey Carb

For some reason, my scooter's carb is extremely pickey on what the settings are. So here is my problem: When I drive between two places I have to go down a hill one way and at the bottom of the hill my lil' scoot dies and wont start after a little of waiting and carb readjusting. The same happens after I get to the top of the hill the other way.

Any suggestions on what to do?

clean the carb and check your air filter,

Make sure your float in the carb is operating correctly.
When you tip the carb upside down the float should be about level
with the edge of the carb. It might be allowing too much gas in and it is flooding out. I also suggest cleaning the carb and reset your air screw to the factory setting about 1 1/2 to 1 3/4 turns out from closed position.
Then adjust your idle.
