Great news, everyone.
I reassembled my second engine last night, and am pleased to report that I now have 103psi compression!
Now I know what compression is supposed to feel like!
I now need to mount the engine on the bike, swap the rear wheel, clutch, carb, airbox, muffler, etc.
I have three questions for the group:
1)My starter now doesn't have the "oomph" to turn the engine over. It nearly winds it around, but it needs a little help from me (turning the flywheel by hand) to crank it over the top on each rev. What's wrong and how do I fix it?
2)My throttle cable needs replacement. It doesn't slide at all. Is honda the best source for this, or should I buy it used? How can I get around this to see if my scooter works before I put more money into it?
3)What is the best source for a bystarter? Mine is broken and the needle is loose in the bystarter hole with the spring. I believe the bystarter still seals the hole, however. Can I do without one to see if things work before I put more money into it?

I don't think the compression is a problem. My tester is a $20 special from princess auto and has a very long hose (18") attached to it, so I suspect that my compression is higher than the gauge reads because I am compressing all the air in the hose. Wouldn't be a prob with a larger cylinder but on one this small, it's a big issue.

103 is fine for now.
Slow starter? Run down battery. Also lube up your bendix/starter motor with WD40 and grease on pinion ends.
What's a new cable run? Try tying an oil bag on one end and suspending it to free it. Otherwise leave it alone, just get it to idle first.
