It's been awhile since I've posted here but I visit every so often to see how things are going.
The good news is that all my Sprees are running great!
Except I do have one of them that has an unusual symptom.
It's a 1986 Iowa model.
I've had it up to 30 mph last year with no problems
This year though, it kinda acts like a sputter/* when it gets to about 26 mph if given a full throttle all at once. If you back off on the throttle a little bit and then slowly give it full throttle again, it will get up to about 30 mph.
So...a full throttle gets you upto 26mph with sputtering/*.
Back off on it, and give it gas again and it gets to 30 mph.
I've done the following but nothing has helped.
New spark plug.
New fuel in tank.
Cleaned out exaust.
Did compression check ( 115 psi )
Does this sound like a clean the carb fix?

Sounds like a carb cleaning is in order; mine do that kind of stuff out of storage sometimes. Should be a fast job with some carb spray if it's still running.
You can play with the needle height as well, raising it, which may help a bit.

Do you have an inline fuel filter installed between the vacuum valve and the carburetor? If not you should do so. It is a little added protection against dirt entering the carb.

If it's been running and getting fresh gasoline frequently, the carb is less likely the problem, (although we know the Sprees' tendency for SCO.*) particularly since it's a high-speed/WOT issue.
Depending on miles ridden, consider the possibility of the air filter becoming dirty and creating a rich mixture. I believe 4-stroking at WOT is more consistent with that possibility. Never hurts to check the various orificia for wildlife, either. Birds, Bees, Mice, Wasps, Spreeders...

Yeah, what wheelman said. Oh and 30 mph from a 25 mph Iowa Spree pretty much means someone derestricted it already. I doubt the issue is a leak from the vent as he said it idles fine. Make sure the drain screw isn't still cracked open a bit as would be done for putting the scooter up for the winter.

Great advice. I changed out the air filter and I'll give it a ride tonight. I don't have a inline fuel filter on the Sprees.
If it's still acting funny, I'll do the carb rebuild.

Have you messed with the air screw? I know I had my air screw too many turns out and I got a * take off. Put my air screw at about 1 turn out and problem solved.

One more note:
Also make sure that you are not having any air leaks from the airbox.
I would inspect the air intake hose for cracks, the airbox lid seal, and the carb insulator(the brown peice between the carb and the intake mani) gaskets.
