I took it out on the country roads last night and rode 42 miles , with the gas cap loose and it never cut out , but I still have the bad bog from takeoff to 10 mph. then it takes off.
I tryed readjusting the carb. but it made little if any change.

Ok , I,ve put a little over 150 miles on it with the fuel cap loose , and it hasn`t quit on me , the bog off idle is a compleatly different issue.
I`ve had the carb apart and cleanen it ( soaked it in carb cleaner for several hours then blew it out with compressed air) 4 times now. I cant even begin to count the times I`ve started from scratch and adjusted the carb. ,new pet *, fuel line , vacume line , cleaned fuel screen and oil screen , new spark plug, new carb base gasket and o-rings- twice.
When it is cold and for the first few miles it runs great. after a few miles it bogs and falls on its face till I get it to about 10 mph , then as long as i keep moving it runs great.
Spark plug is kind of a dark tan to light brown color.
Im out of ideas.

Hats-off to The Bear for diagnosing the fuel tank vacuum issue. Did you ever determine why the cap vent was plugged?

Since it "runs great" when the engine's cool, I suspect the mixture has gone rich. One possibility is that the filter element has become "Gum" instead of "Foam". The material tries to revert to the primordial Goo from whence it came, decreasing its porosity and stifling the air sucking through. Consider a replacement.
