with that low compression you may want to take the head and cylinder off and inspect the piston, rings, and cylinder walls. low compression is the likely culptrit of your loss of power. it should be more like 110 also the crankcase oil sleas tend to wear out over 20 years

You need stiffer graber springs in the clutch. They go soft over time.

Do you think something could be clogged in the carb? Because I am able to turn the air fuel mixture screw in all the way and it still runs great, all the way in? Or possibly a vaccine leak.

Not sure on the a/f screw, but the compression would not be affected much by the carb being clogged. When you did the compression test did you do it at WOT?

a/f screw all the way in and it still runs generally means its time to rebuild the carb or replace it does it make a difference if you turn it out all the way also check the intake mani for leaks some times that can give abnormal carb tuning symptoms

Whether it does this or not has NOTHING to do with how it will run with the tires on the road.

Maybe but I would suspect a leaking petcock with fuel coming into the system thru the vacuum line before tearing the carb apart. Clear fuel and vacuum lines would let you see if this was happening.

If the engine won't wind out on the stand, it won't wind out on the road. I sometimes use this to test pipe symptoms before pulling the pipe.

A partially clogged pipe for example.

Amateurs all. Not necessarily true, I've had engines that ran for crap in neutral but in gear worked just fine. *, if the exhaust is plugged so bad that it won't rev with no load, it is not gonna even move the scooter with the tire on the ground. An engine requires so little air to rev unloaded that you never ever get the throttle above 1/4 and more likely an 1/8th. Which means you have proven NOTHING.
