Did a compression check and it has about 89 pounds

Not sure on the a/f screw, but the compression would not be affected much by the carb being clogged. Maybe but I would suspect a leaking petcock with fuel coming into the system thru the vacuum line before tearing the carb apart. If the engine won't wind out on the stand, it won't wind out on the road. Amateurs all. Not necessarily true, I've had engines that ran for crap in neutral but in gear worked just fine. *, if the exhaust is plugged so bad that it won't rev with no load, it is not gonna even move the scooter with the tire on the ground. An engine requires so little air to rev unloaded that you never ever get the throttle above 1/4 and more likely an 1/8th.
