Whatever is speced for that bulb in the service manual.
A 28 is way to large unless you are running about 100 cc engine.

For the blinker bulbs: They're a standard size, so just pull one and take it to an auto store and get a pair off the shelf instead of waiting for shipping.

OH oops ok- i think what I meant was a stage one bbk, but before that- what is the first step to gaining speed? (From easiest to most difficult/expensive)
