That "bogging" behavior at WOT and under full speed is actually pretty common. Maybe run some Seafoam through it? Seems to be working for a lot of folks.
Interesting about the reeds. So the SB50 reed block is different than the Spree? What about the intake manifold?
My '84 topped out at 25 MPH once I got it on the road and before I started messing with it.

I changed out the reeds of my 84 spree with a set that I pulled out of another spree(86), the SB50 is an 89 that I haven't messed with yet other than see if there was a variator in the drive train... there wasn't

It was listed as an 89 elite "E" for sale, but the VIN tag says it's a SB50P. So I just got a newer spree/elite motor & frame that I'm not sure what I'm going to do with.
Run Seafoam through it???

Seafoam is a brand of carb cleaner you can get it for like 5 bucks. There is a link in tech docs under carb cleaning and another thread on alternative.
It might save u some labor.

Thanks, I'll look into the seafoam. Ok... I rode the spree today to a friends house. Took maybe 5min. at 20-25mph, friends and thier older kids rode it around the block(I drank 1 beer), about 15min. rode it home in the same manner & when I pulled into the driveway it died. The bike is clean, fan works & there is no body work on the spree(just the motor plastic is on). Any thoughts?
