Electric superchargers are very practical and surprisingly light. We've installed them on Yamaha 4-strokes. Yes, there is electrical draw but the factory electrical system will handle it for a few drags when the battery is full.
I've heard of but not seen them installed on the Nissan 350z.

Superchargers and turbos compress air, fans just push air. All this mod will do is drain your battery.

They go through all the trouble of turboing the motor and don't put EFI on it?!
Is it possible to carbuerate a turbo'd intake that effectively? I would think you would end up running rich during turbolag compounding the effect (not to mention a pressure spike would make you lean).

Little food for thought.
Assuming 100% VE, your scooter sucks down 49cc per stroke. Each stroke is a power stroke. 8000rpm is your peak power rpm (just assume).
392,000 cm^3/min
13.8 CFM. @ 14.7 psia.
This means you need to push 13.8CFM to meet the demand of the engine.

This random fan is 8.2m^3/hr @ 1.78mmH2O
Or 4.83CFM @ 14.707psia.
Not even enough to meet the demand of air flow and not worth calculating the CFM actual at static pressure.
However, your little supercharge looks good! look at one of those cheap electric ones on ebay for cars and you might be onto something fun!

This setup works because the carb is
before the turbo.
A well tuned carb is just as good as any EFI.

Yeah it makes sense when I actually think about it lol. Normally all my thoughts about turbos are in terms of direct injection diesels.

I did something along these lines in 2008 with a dodge d50 2wd pickup I bought for 200.00 bucks. I used a craftsman electric leaf blower and a 750 watt inverter wired to a light switch on the dash. My local dyno shop tested it for free because it was so odd. It lost 1.2 hp at its peak, do to leaning out. If I would have up the jetting it would have increased power. I never went further than that, I was just curious what would happen. I also had to remove some extra stuff from the engine to prevent "boost leak". I am positive it did not create even 1 psi of boost, but it did add some.
