Wonder if this has anything to do with the speed issue?

Not sure but a fellow on ebay is selling one and made this statement.
Wonder if there is any real truth to it?

The se50 was the ONLY scooter to ever have this body style, engine, and stock paint color. The SE50 was only made in 1987, thats it. This moped is the only moped with this engine other than the aero 50. The 87 se50 can get hp parts, and is capable of speeds over 60 mph properly tuned. The real special part about this scooter is the fact that it is mechanicly speed limited UNLIKE every other scooter on the market today. Scooters built after this one were electronicly speed limited and are difficult or impossible to make run faster than 35mph no matter what you do. The 1987 SE50 has 3 items from the factory that restrict speed down from 60mph to 35mph that are simple to by-pass and will cost you nothing.
