I think ice around a aluminum tube made from a beer can is about as cheap as you can get...
Seriously, you're better off just figuring out a way to increase compression on it, which is all a supercharger is doing anyway. Not sure how you do this on a flathead; probably a new piston. Would also solve your oil consumption problem.

You can shave the head on a sidevalve motor. It's also possible to deck the block to gain more piston "popup". When I began farting about with my 5hp briggo, I was astounded by the availablity of after market go faster parts for them. I never though anyone would bother.
Although I did read about a guy who had a supercharged 5hp in his kart that did 145mph.

No new piston (this is the most abused flathead ever, I cant believe it doesnt have piston slap issues or something its so worn out, every gasket leaks, has to run a car sized platinum plug with big spacer to prevent fouling, but it fires up every time on the second or third power stroke, this is a "crazy experiment engine") hole cut in carb side of shroud (Where waste air goes if you look at how the vane on the coil and stuff is set up) big coffee can on carb with air filter inside (just a stock filter) run a vacuum cleaner hose, half roll of duct tape, done deal.
Fireblade: Its possible to run too low of a head and reduce flow.

Yes, but you can mill (Or on a motor such as yours just grind) the eyebrow down to enable more flow.
