People do it all the time. I've never seen the cops mess with anybody on one, I doubt they would bother you under 16 unless you were doing something really stupid. I've put almost 2000 miles on mine in the past year, and I haven't been pulled over even a single time, even though my ex-wife works for the sheriff's office and has corrupt goons watching me.
Well, police depts vary by more city and less by state as far as that goes. The police here pulled me over for not hand signaling on the Stinger and the officers stared at the certificate for a good solid minute before they handed it back and told me that I need to hand signal my turns. I suspect that was their excuse for pulling me over to make sure I was legal to ride it since they need probable cause for a traffic stop and failing to signal (by hand or light) presents probable cause.

Out in Sacramento I never hand signaled one and I know the police saw me but they never bothered me on it. Yet they harassed me for riding a bicycle on the sidewalk where no one was walking and where it was a busy street with no bike lane...TWICE!

small battery pack+some blinking leds+cheap 2 way toggle switch= turn siganls.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
