importance of plastic shroud (air cooling the engine)

I have a free air F-11 250 kawasaki form the early 70s, you could d*** near fit a whole spree engine standing vertically in there. The AL head probably weighs more than a complete spree top end. Looks at a Yamaha PW50 (in a shady alleyway of course, seeing as they are illegal lead based toys) if you want to see a good free air 50cc engine.
I am not a mechanic, nor do I play one on TV. Actually my advice is probably worth slightly less than what you pay to view it.
