I have a small addition to all that was said. Have you checked to see if the exhaust is slightly clogged. I am new to this forum, in fact this is my first post. I am not new to working on engines. I have found many scooters that have been slightly clogged because of sitting too long with gas and oil that had seeped into the muffler on shutdown. Add time and dust and you have a clog or a slight blockage.
