What does that mean? I just want to get this thing up and running.

I means with no fuse in the circuit you could kill your battery or even catch the scooter on fire. You need to connect the red wire not to the battery, but to the non-battery side of the fuse. If the battery goes dead, then you have a short.

So if I run a new wire, I need to connect it after the fuse? And where do I reconnect the wire? Do I need to open up all of the wiring, cut, and replace that wire? Or do I just connect the new wire to the red wire on the front of the scooter where that red and black power plug is?

no need to open the case. just zip tie it to the case so it doesn't snag a stick or raccoon.

I'm getting no power on the far side of the fuse.... I have a new fuse in place. So could the break possibly be in the wire from the battery lead to the fuse? If I probe it from the battery to the other side of the fuse, I get a reading, but but when I connect a wire, I've got nothing...

test 1. test connection between 1 and 2. if it test good proceed to test 2. else replace wire
test 2. test connection between 1 and 3. if test good proceed to test 3. else replace fuse
test 3. test connection between 1 and 4. if test good, win. else replace new wire

I am completely dumbfounded... I ran a new wire after the fuse. I probed everywhere along that wire, and have Volts. I have voltage where I ran the new wire to the red wire, and I have 11+ Volts going to the ignition switch, on both the red and black wires. I pull the brake and push the start button, and get nothing. The horn won't even sound. But if I use a wire to go straight from the battery to the ignition or the power connector up front, the horn works, and the starter tries to start the scoot, but sounds like it just doesn't have enough juice. But when the line is ran through the fuse, I get absolutely nothing.

Try charging the battery. Sounds like there isnt enough juice in the battery

make sure your fuse house is clean and got good contact.

How much voltage is in the battery?

So connect your new wire to the black wire and and see if the switch is bad.

when your new wire from battery to ignition, the horn work, but if after the fuse, than the horn does NOT work, clean the contact in the fuse house and make sure you got the right fuse.

My battery has 11V in it. With the wire hooked up through the fuse I am getting 11V to the ignition switch. With a wire going straight from the battery to the switch, the starter tries to start the scooter. I only get the voltage readings through the fuse when the ignition is in the ON position.
