hitting the ground and shutting off is the carb. Replace carb.

Only goes 20-25mph, transmission gearing. Get a non-iowa gear set and your done.

Is there a non-Iowa gearset? I've only noted that there's an '87-only gearset with a slightly better ratio (which is non-Iowa.)
