Yeah I’m struggling with this one. It ‘should’ at a minimum pop off. Unless maybe the kill switch or something is preventing it from running but Im getting spark so I dont think thats it either.

Having a fully running Spree as a test subject is helpful in diagnosis when youre stumped. Start swapping parts, piece by piece, until you strike gold….CDI, starter relay, ignition coil, stator, carb, etc…

Yep thats next step if the right side crank seal is intact. I replaced them both in 2022 on this one though so should be good but will check. Left side is definitely good.

What does the spark plug look like after a long starting attempt?
I installed a china carb on mine a while back. It was still difficult to start but runs fine after it finally starts. Has never started cold using the elec starter. Now it's getting harder to start. Starting fluid no help. When I pulled the plug, it was wet. Cleaned it with start fluid and let dry. Kicked it over a few times with plug out to blow out raw fuel in combustion chamber. Re-installed same plug and it started in a few kicks. Thinking abt draining float bowl after riding to see it that has any effect on next cold start.
Point of story is maybe it's flooding?

Yeah it was hydrolocked to begin with and resolved that issue. I’ll throw a new plug in though and see. Took a break on this one for a little while.
