If you are having fuel run out the overflow then the needle and seat can
NOT be good, because that is the only way fuel can get into the carb. If it is working properly you can not have fuel out the overflow vent.
Oh and the bigger the number on the jet, the bigger the hole in the jet, hence the richer mixture.

so then should i raise or lower the needle, or are you talking about the little needle connected to the float

Needle and seat always refers to the float bowl system that controls fuel level in the float bowl. The needle does nothing until at least 1/4 throttle.

ok got the fuel issue undercontrol, But im still having smoke and bogging issues. d*** all i want to do is ride and go fast. i can rev up to like 1/4 throttle then it dies.

it is not like gas and go.
motor need to be tunes.
is the block port, before 50mm bore kit install?
it very common on rear piston/cylinder jug , lack off cooling a piston, a/f is blocking through.

Yes it should be, for optimum performance and cooling. I don't think that it not being ported is the reason your scooter running poorly.

140 on the main is probably a little rich (too big of a number)
What air filter are you using? I have never had good luck with the k&n style filters that come with many of the carb kits.
Take
off your air filter and see if it runs better.
If it does......I would suggest a UNI filter, and a smaller main jet.
Once you get it to run well enough to do a plug chop, I would like to see what your plug looks like.

The entire engine must be torn down,and case halves separated, to port the block.

im running the filter that came with the carb just looks like every other filter you can buy, whats the diff with the uni filter. When porting the block about how much is taken off. So if 140 is to big of a main you think what size should i try.

try 135 if taking the air filter off helps at all.

well took of the filter and i really couldnt tell a diff. UUHH i dont know!!!!!!!! i just tried 50:1 and it is still smokey as * and boggy.
