OK, back on track. Since you're confident that your petcock is functioning properly when vacuum is applied, it is likely that your needle valve is sticking shut. What is supposed to happen is that: 1) vacuum is applied, causing fuel to run into the bowl, 2) bowl fills up until float rises, 3) needle valve "seats" itself into its seat, causing fuel to stop flowing into the bowl.
You mentioned in an earlier post that your needle valve was sticking slightly when you slid it in and out by hand - this is bad. You need to clean your needle valve seat better, and also your needle.
You could also try lightly tapping on the float bowl with the back of screwdriver while you're sucking on the vacuum tube in an attempt to get the needle valve to drop down. If you do this, make sure to do it with your bowl drain valve open. But even if you get the fuel to start flowing, it's likely that your needle will stick again unless you pull apart the carb and get that needle moving smoothly.
Do you understand the principle of what needs to happen here?

abreen89 wrote:There is no gas getting to the float bowl. When i open the valve nothing comes out but a few drops from my understanding when suction is applied to the air hose coming from the petcock gas should go into the carb then into the bowl. But this is not happening. Is the one solutiong to this problem? Do i Need to buy a new part for the carb? just let me know guys i appreciate all the help!
No fuel in the float bowl is caused by the needle being stuck closed or trash in the passage from the nipple to the needle, if there is fuel in the fuel line. Hence the reason for the clear fuel line so you can see if there is fuel to the carb nipple. If no fuel in the fuel line, the petcock or the filter above the petcock in the tank are at fault. Until you know what is wrong, buying anything other than clear fuel and vacuum lines is a waste of time and money.

Fuel is in the fuel line bear because i can pull the line off the carb and fuel will immediately begin comming out. fell just isnt coming out of the car bowl when i open the valve. And yess i do understand the principles thanks guys ill try and unstick the needle...

That "a big what of SH*t came out !" was a piece of the inside of your fuel line. It will happen again. Replace that fuel line now.
