You could have float issues and by starter issues all at the same time
when you pull the carb have a peek at the reeds down the in take with a flashlight make sure they aren't chewed, doubt there is anything wrong with them but anything is possible.

With the first of many carb cleanings, I did the drill with cotton swap and rubbing compound cleaning of the float needle seat. It could be cruded up anew. I did have dirty gas. I think I need to physically check the level of gas in the bowl and physically check the opeeration of the bystarter and see if I can isolate my problem. I'll have a look at the reeds while I'm at it.

I just checked the fuel level with the clear tube and the level in the bowl of the warmed up engine is at the correct level. I have yet to test the bystarter.

So tonight I have removed the bystarter from the cold engine. I had not really examined it before. I am not really familiar with bystarters and how they should look in the cold position. I have looked at the wiki link here and my needle end does not exactly look like the photos. My needle is pretty much all the way down inside the brass tube. I can push down on the brash tube and expose some of the needle. I have not measured anything yet or warmed up the circuit to see what happens but I have a feeling that its not right already.

Take a pic so we can have a look. I would just replace the by starter they are so cheap now, and easily available.

Here is my "cold" bystarter. Needle is internalized in the brass sleeve. I can push on the sleeve and expose some of the needle.

Well the bystarter my be perfectly fine except for the position of the needle. Aparently the unit can be disassembled. Something must hold the needle in place. Maybe it is a simple thing. I am going to see if I can fix it first before biting the bullet and buying a new one. I would like to get it running tomorrow instead of a week from tomorrow.

OK so I disassembled my bystarter. After looking at the wiki links I realize the previous owner had the thing put together wrong. See I bought this bike along with a parts bike from a guy who was trying to get it running and could not. The carb and the bystarter along with petcocks and other parts in a box. here is a photo of my fixed bystarter.

The parts bike I have has a carburetor and on it the bystarter has been monkeyed with as well. There is not needle and brass cylinder at all on it. This carb I looked at weeks ago. The bowl is a bit corroded and a little rougher in general so I did not use it. But in looking at it today I see that the carb I am ussing is missing the "seat" in the bystarter vent. Here is a photo of the carb I have been using with this missing seat.

Here is my parts bike carb with the seat in it. Clearly with this seat missing, gas has been dumping.
On edit: I realize it is not a brass seat but the part of the other bystarter in the vent. After pulling this out of the spar carb, I realize my original bistarter is missing the little rubber seal on that brass piece. I am now switching that out from the parts carb to my carb. Without the rubber I am sure gas is escaping. Perhaps this alone is causing my too rich carb problem.

Ha so I have it now. I had two problems with the bystarter. The needle and the little spring that push it were messed with and installed wrong by the previous owner and the little rubber seal in that brass fitting was missing. I used the one from my parts bike and put it together and it is running perfect now. Having these two problems at the same time was confusing for me since I have not ever worked on a bystarter before and did not know when something was missing like that. Obviously these two things made the engine run super rich.
