Ok. Im pretty positive that when I get the battery working i'll be able to get the scooter running. I just read the whole thread back and I can't believe how stupid I sounded in the beginning and middle. I think I can figure it out on my own now, thanks for the help. If I have any more problems I'll surely be back^_^
Also, when I try to jumpstart it with a car battery, I connect the jumper cables to the positive and ground cables on the scooter without the battery connected, right? or do I have the positive and ground connected to the moped battery with the jumper cable clamps overlapping the 2 cables connected to the scooter battery, I just want to make sure I wasn't doing it wrong.

It works better if you leave the scooter battery connected to the scooter cables and connect the jumper battery and the scooter with red to positive and black to negative. Then once the scooter starts you can disconnect the jumper cables and the scooter will run without fear of blowing the regulator/rectifier.

OK, what I was doing before was connecting the jumper clamps directly to the ground and positive wires without a battery connected and it wasnt working at all. Im gonna retry everything tomorrow with a 7a fuse, charged battery, and all wires checked.

oh yeah, I was thinking about the old fuse that was 9a and wouldnt that mean that the amps that were being applied to that fuse were really high to blow a fuse that was higher than the fuse thats supposed to be in there? could that have blown the relay or starter?

The fuse is circuit protection only and does not determine anything except the max amount of amps it will allow the circuit to handle. The number on the fuse tells you how many amps it will flow before it blows. That's it. It will handle anything under that 9 amps. The 1986 and 87 Sprees used a 10 amp fuse but they changed a number of things on the scooter. An No the 9 amp fuse did not blow anything. The only thing of the solenoid on that fuse is the coil side, when you hit the start button, does the solenoid click?. All the big amp stuff is NOT fuse protected and the starter has nothing to do with the fuse what so ever.

Ok. What should I get to test the voltages? a voltage tester, a voltage meter, or a voltage multimeter

If there's a Harbor Freight Tools nearby, spring for
this one. They make one for a dollar less, but that one only works once. Their $20 one is half-decent.

Would a circuit tester do me any good? Checking if a wires live or not?

Greetings:
Not sure what you mean by "circuit tester". The Mulit-Meters come with basic instructions from which to learn the rudiments of Ohmmeter, Voltmeter, and Ammeter. Be sure to plug the leads into the correct sockets on the meter. Otherwise you can fry the Meter.

Its a little pen-shaped thing with a needle tip and a wire which you clip onto something(for ground), then you touch the needle to the wire or anything and it lights up if its live, automatically detects 6v-12v circuits.

It will tell you there is power ther but not how much. So unless it actually tells you what the voltage is, not really.
