AP-65 1986 spree????????????????????????????

I cannot figure out what this part is for the life of me, checked the owners manual and electrical guide too. It is a little black box, and has a yellow wire, and a green wire coming out of it, and it is labeled AP-65, thats all I know. Someone help......................

I'm guessing. If you can snap a quick pick that would help, or a description of where on the scooter it is located.
