painting the frame

ok, i got everything stripped off of the rear and th floor panel. I have most of the rust sandied off, or should i sand the hole thing. And how many coats fo primer should i use and how many coats of base color should i do.

well i oainted it with rustoilium. 3 coats, just cuz i could lol then i got a ruberiezed spray paint. and gave my spree 2 coats then i painted te rudder silver liek stock

If you don't sand all the way through the paint, you can skip the primer. Just wipe it all down with laquer thinner first to get the oil/grease off. Otherwise a single coat of primer and 2-3 coats color should work.
