Do you actually have fuel in the carb? Do you have spark?

But did you actually check to make sure you had spark?

I know you said you just replaced the rings, but what is the compression looking like? Also have you taken a look at the reeds, I hear if they are jammed way open it isn't going to start.

Just because there is fuel in the float bowl does not mean that fuel is getting thru the carb into the engine. Have you tried doing the manual choke thing? Put your fingers over the air box openings while cranking the engine and see if it starts then.

Check the reeds. I just had this issue- new rings, plug, etc and found one reed had a chunk of dirt holding it open. That would give you little compression to start it. Takes five minutes to pull the intake and peek at them. While it's off, spray some carb cleaner on them and wipe them with a QTip. It got me going.
