trouble running at low speed

So i take my moped up a huge hill. i look at my honda elite sb50's clutch, and she's smoking. I replace the weights/pads on my clutch hoping it will fix my problem of delayed power. The moped runs good once she builds up momentum, but it is very difficult to reach speed. it seems as if i rock my body back and forth, a little bit more speed is added each time i jolt forward. i'm wondering if i have low compression, carb. problem, belt problem, or clutch spring problem. which could cause this

Is the clutch bell overheated? If so it will have a bluish hue most noticable on the inside of bell. Pics?
