1988 Honda Elite Starting Question.

I have a 1988 SB50 honda elite that runs and drives just fine when its running. The problem is that when the scooter is started for the first time (after a 4-5 days of not running) it can take up to 45 kicks to get it running. I thought it might be a problem with the fuel or vacuum line so I changed those yesterday. I then unscrewed the drain screw to make sure that fuel was running up to the carb. It still took another 40 kicks to get it started. Once the scooter has been running it always starts on the first try. Any suggestions? Thanks.
