So I have two moped. I have had one for about 2years and it has ran fine the entire time. I am gonna call this moped, MOPED A, well this one got a flat tire, and I didnt have enough time to fix it so i let it sit, now whenever I start it , it automatically starts revining really high
And I just got the 2nd moped, lets call it MOPED B from a buddy for free. It never ran for hiim. Well I put the engine back together and everything was clean and great looking well the carb gets fuel and it trys to start, it has spark, but it doesnt get gas to the cylinder. It wont start with starter fluid.
So this is what I have done so far.
Moped A :
I thought it might be the carb so I took the carb off moped B and it does the same thing. Throttle cable passed the click test, pull the trottle all the way open and let it go and it makes a tink sound making me believe it goes all the way back down. Made sure everything was tuned in right and it is. Still revving high. Thought it might be the fuel diaphram letting to much through, so i switched it with moped B, still not it. Coudl it be the auto-by-starter on the carb no working correctly or what? I have like 3 of them laying around, so i could switch them out. Any ideas?
Moped B:
Everything is in great condition. My freind pretty much bought a bunch of parts from honda. New butter fly valve. Carb was cleaned throughoughyl and now nice and shiny, everything great. Carb getting gas to it everything should of made it start. But it just doesnt get gas to the cylinder. Also it wont spark off starter fluid. BUt it has spark. I have tested it multiple times.
Thought it might be the arb so i took the one off Moped A and put it on this one. Still nothing. Any ideasw?
If this was hard to follow post and questions.
Any help would be GREATLY appreciated.

A: Your slide is sticking open, either due to the carb or cable. I'd bet cable. Doesn't take much of a gap for this to happen on an unloaded engine.
B: My guess is poor compression. Remove spark plug, spray starter fluid inside, try to fire it up. If it doesn't replace the plug. Otherwise check compression.
