Is the stock airbox hooked up?

Sprees don't like to run with out it.

What the engine does unloaded, that's on the enter stand, has nothing to do with real world operations. It takes in the neighborhood of 10 times the fuel and at least twice the spark to run your butt down the road.

Replace the 2 o-rings between carb and intake, make sure there are NO leaks in the airbox
If you have a leak the machine will bog under load as there is not enough vacumn to pull the fuel thru the jet into the engine. Also seen similar issues with the bystarter oring being bad causing bog due to vacumn leak.

You will get enough fuel on the stand the wind it out, but not enough fuel to ride it...

Does the engine stall or rev without moving?

itll rev then bog rev then bog stays running on center stand anyone know where to get the two o rings for the carb and intake and when installing the gasket with the o ring does that go o ring to o ring with the carb

There are 4 ways to position the heat insulator. 3 of them will cause problems.

One way to look at it is "dog-ears" Down, and each mating surface needs One O-Ring.

Go easy on the Wheaties when you tighten those 8mm hex heads. It's a 6mm steel bolt in the carb's flaky Alu threads, and not much of them. Just be sure to compress the O-Rings, but not much more. Chrck the Factory Manual, but it's not more than 6 foot-pounds, maybe less.
An error here can cost you a top end.

Good luck!

so the o ring in the carb goes to the flat side of the insulator and the o ring in the insulator goes to the intake flange

Interesting but with all my scooters I have never had a bad "o"-ring.
