Coil Problems

I have a 1985 Spree that went about 30 mph when I first got it. After about a week, it seemed like it was going slower and didn't have much acceleration. I took the carb apart and cleaned it. When I put it back together, the moped went even slower, leading me to believe that I have the air/fuel screw set wrong. When I pull the plug, though, it is tan, so I think that the screw is set right (I followed the manual.) The spark seemed weak, so I tested the coil. Everything was good except for the primary (0.5 ohm when the limit is 0.3) would this be enough to effect performance (the moped gets up to about 22 mph, sometimes not even that, and starts to sputter like its getting too much gas, but the plug always looks fine)

uhh how does your smoke look?

It makes very little smoke but when it does, it is a little white. It goes fast again without the side covers on, but when I put the covers back on, it goes slow again and doesn't want to stay running whileat idle.

Fast without side covers... Slow with side covers...

This is kind of halfarsed guessing on my part... but have you checked your air filter?

Could it be that you're cutting off air flow somehow when you shove those covers on, but not enough to make it look like you're running rich?

Oh, and if that's not it... Check your muffler... Never hurts to burn that out once and a while... You can be getting really good plug results, but the exhaust just isn't clearing out properly... Another form of no/low flow.

Now that I took the carb off again, my fuel valve is stuck open, so i just drained my tank and am going to attempt to fix that, could that have any affect on this.
