1986 Honda Spree with only 172 miles! but wont start....

ok heres the deal, purchased this today, 6-20-11, the guy started it for me, it ran just fine, made the 6 hour drive home, it did rain, so where would water have gotten to make it not turn over or start by kick starting it? and the lights and blinkers and horn work just fine.

The electric starter doesn't even spin? Are you applying one of the brake levers while trying to start it to activate the safety switch?
