drive belt

does the drive belt go inbetween the drive pulley gear and the gear behind it facing the opposite direction, or is it supposed to go into the teeth of the pulley that is behind the drive gear? i can't tell from the pictures

Are there automotive ones that work? I know guys use these, though the Honda manual says not to... what's the deal there?
