carb questions need help

on the carb, at the bottom of the float bowl there is a brass tube and on the picture a hose connects to it... where does this go and is it ok to not have one. Also, in the picture there is another tube that is coming from underneath the float bowl and i have no idea where that goes... i'm leaking fuel from somewhere i think

The bottom fitting is for the drain. A hose is routed behind carb through a hole.
The other is a breather hole. If fuel is coming out of their, your inlet needle is sticking or the float is out of adjustment.

The carb has an "emergency" drainage system, it lets fuel out when the float fills up too high; a faulty float valve or float itself could cause this.
