Everything looks and works good. Except the gas gauge
Any help.

It reads a little above empty.
And dont really no what to check for. But I did look at the wires from the dash by taking off the plastic housing. They all look clean and are nice and Plugged in. Same goes for under the seat
Also. Was it normal for this year not to have a kick start. And what is the scooter worth?

start the bike then undo the wires from under the seat and make sure you no were thay were so you can put them back on in the same place......then put then to gather and see what happen on the Gage...

The service manual tells you how to troubleshoot the gauge system.

That would be a steal in my area. Don't know about Cali.

Greetings:
To you, it's worth $400.

That's not a bad price for a good-looking & running Spree.
The first couple of model years Honda-san had unflagging Faith in the E-Start system, and so opted not to equip your '84 with supplemental kicker. (Also saved a TON of money on the jillions of scooters sold - machine parts are EXPENSIVE!) Evidently the Markting people forced a change of heart on the '86(?) and '87 models.

What do you guys think. Is the scooter worth more original or would it be dumb to put a big bore kit on it

Speed parts never are a good return on your money.
