Need help with a couple of scooter appraisals!

I worked on three Sprees over the winter. I brought them back from the dead (they were beater parts bikes). I picked up the missing parts I needed, gave them fresh cylinder hones, HONDA rings, new tires, new Spree decals, painted frames, wheels, panels, etc., etc. They all run and look great.
Today, I went into the Michigan SOS office to obtain registrations for them (I had my bill of sale, "registering your moped" document and "owner certification document" all filled out)...but was not able to obtain the registrations!
I have obtained registrations like this in the past without any problem. But evidentally there was a change in the law back in December that now requires an APPRAISAL - if you do not have a copy of the original owners registration certificate or registration sticker number (which I do not since they were just parts bikes). DANG!
They said the appraisal has to be from a related business and on their letterhead. I have to provide this appraisal along with all the other documents I already had with me. They will then verify the VIN (not stolen and/or with any leins)...and then I can obtain my registration.
I spent way too much time (but it was fun, of course!) on these little guys and I really want to sell them so someone can enjoy and ride them legally on the street.
Can any of you help me out with an appraisal or a lead where I can get one?
