Gas Line Runs Freely

So it looks like the floats are the only thing keeping my 2000 Honda Elite from gassing out. I realized this while cleaning the carbs. The manual says to blow air through the vac line. I'll likely get a new vac line, but has anyone had this problem? Would this cause a scooter to not start? I kick it and get something then it dies then I kick and get nothing. I can wait a day then kick and get something then it dies then kick and get nothing. Do I have a vac problem?

You probably have a weak needle and seat and are leaking fuel in to the engine when it is not running. Replace the petcock (your chances of fixing it are around 1 in 100 or so). Replace it and the problem will probably go away.
