that is the japan version.
the tail lens wont work on your jog.

I'd be tempted to fabricate a new foot well floor panel out of aluminium checker or diamond plate and get it running (if you have the papers or can track them down). A bit scratched up but otherwise it's a good basis for a fixer

I have the Florida title signed off by the owner. Numbers stamped onto frame match numbers on title.

Since it is titled, I vote fix it. Then you have an Axis and a Jog to ride.

Are any scooter shocks gas filled or are they springs?
Scooter in question is my 94 Yamaha Axis.

most shock are shock spring.
some shock do have adjust height
