scooter dies when back tire stops

Hey guys,
Well you have all helped me on my honda spree dio swap, and i thank you. However now i have another scooter with issues and since there is no Schwinngraduate.net.... I figured I'd ask you guys.
This is a new issue. I was riding one day and when i came to a stop my scooter died. i pushed it to the curb to figure out what was happening and i noticed that the back tire was not spinning as free as it should. the belt was pulling when i turned the tire. the electric start no longer had enough power to turn it and start the scooter. I was able to put it up on the cradle and kick start it. however when i apply break or bring it off the cradle....the engine dies. I have a feeling the clutch is stuck open. This is a Schwinn Graduate 150cc however it belt driven and i figured that its probably the same setup as most other scooters. I had this issue before on another scooter that started happening when i changed the belt. I took it to a shop (that no longer exists) and he was able to fix it pretty quick. Any idea of whats going on? I took off the drive belt cover and everything looks ok to me but im not sure what im supposed to be looking for lol. any help would be greatly appreciated. thanks in advance.
