2001 Elite S (newbie Q's)

Hey guys, I just picked up a 2001 Elite S. I just had a few questions, and im pretty new to this whole moped thing. Ive been looking at ways to get the top speed up. But during some research people are saying the top speed is about 25mph?! I can get over the 35mph mark. So I'm not sure if im getting the wrong info or if it's already been modified. I took the muffler off to try and find the "washer" but I didnt find anything. Nor did I see any signs of previous modifications. But what I did notice is that theres a little "throttle" like looking thing below the exhaust bolts, which is held in a specific place with a zip tie lolol. Is that for the oil? If so, Im assuming someone took the "washer" out of the carb, and rigged it up to get more oil to protect it from the higher RPM? This was my first thought as it does burn a decent amount of oil out the exhaust at low RPM, and uses a decent amount aswell. I was also told by the dealer i got it from that they do not make big bore kits for it because its all aluminum? Ive seen plenty for sale and i would eventually like to go that route if possible, So id like to know for sure if I can do it. Sorry im such a n00b and I appreciate any answers I can get!

The unrestricted S will go about the speed that you're going now but that is usually in stock form.
A zip-tied fuel pump usually points to an upgraded piston & bore. You should also add a tiny bit of 2-stroke oil in with each of your refill of gas; if this is the case.
They do make big bore kits but there's more upgrades that come with the installation of these kits. Such as an upgraded camshaft, carb, and exhaust would be recommended.
There are also other upgrades that you can do that doesn't have to be a full on 'big-bore' kit. There are smaller, although larger than the stock cylinder, that can be installed without the upgrade of the camshaft.

But I'm getting ahead of myself.
Here's a few questions for you to think about.
How fast is your goal? mph?
How large is your budget or at least how much you are willing to spend?

Download the manual and recommend reading/ looking through it to become familiar with your ride.
