wondering what the procedure for testing the bystarter is. If there is a way to see if it's bad or not. I'm just wondering if that's what's causing my greif.

hook it up to a 12 volt battery, wait about 10 mins and the needle should come out..

So, the needle drops down after its warmed up. If my Spree runs fine, but has problems giving it throttle, could it be the bystarter not droping ?

No. That's an airbox problem or vaccuum leak.

can you hook the bystarter up to a car battery or will that burn it up?

It will be fine, 12 volts is 12 volts. It will only draw the power it needs.

Also check to see if the O ring on bystarter is good. I had a worn O ring on my 84 Aero and it had a hard time starting. Went to Home Depot and got a #10 O ring from thier plumbing department and now my scooter starts everytime! 8)
