No power after half throttle 12mph

Yesterday when I was riding home with a buddy I was in the mood to do wheelies and some field riding. After about 10 minutes and a few near crashes my scoot started acting like it was running out of gas. I was able to limp it to a gas station to fill it up. After opening the tank I saw some little flakes of rust and debris floating around - I am hoping that the tank is just filthy and a good carburetor, petcock, and tank cleaning will do.

My questions are: Can the auto fuel flow device be cleaned and blown clear with carb cleaner? What is the cheapest most effective way to clean the tank out? (Was thinking of putting some river rocks in it 1/2"- and then wrapping the free tank with a bunch of towels and then shaking the s*** out of it. This motor is on it's last legs and so is the gear case...

i ues nut and bolts to brake up the rust in the tank but the tank may starte to leak after...
the filter shood not be full of rust to the point of not letting gas in the carb but you may try to blow it out with carb clener..

Do clean the tank, then pull the petcock and clean the tank strainer too.

Yes it is an 86 Honda Spree. I was going to use some simple green with the nuts and bolts in the tank and shake it like crazy. If rust pieces got into the fuel shutoff device how can it be cleaned?

Construction and cleaning tips are at link below. Tank strainer above the petcock will keep all be very small rust bits out of the petcock and carb.
