Fuel system issues...'86 Spree NQ50

Ok.
So, a while back, I rode my Spree back from work and it ran fine. Got home, parked it, as always. Next day, woke up and went to take off and it wouldn't start. Has spark, and compression, meaning it must be fuel-system related, Im guessing. Was having an issue with the fuel valve/petcock, replaced that, and it's flowing fine now; still won't start or run though. The bystarter seems pretty mangled, and I'm wondering if it could be that. Haven't torn down the carb either yet. If I were to buy a replacement bystarter, do they come with the mounting collar? Also, whomever owned this before me seemed to butcher it a bit - the air intake is rerouted away from the airbox and wide open. Ideally, I'd like to get it back to as close to stock shape as possible. Any advice? Or, preferably, anybody I could discuss this situation with in real time?
