Arreche carb ID numbers (I don't understand them)

I bought a "19mm" Arreche carb. It measures 20.95mm ID at the intake manifold side. It has a slight taper out from the venturi so I don't doubt it is a 19mm.
Now for the numbers, on the side, just below the fuel enrichment circuit, the number 821 is stamped. Just below that, the number 16 is stamped. What do these numbers mean? I always thought an 817 was 17.5mm, 819 was 19mm, and 821mm was 21mm. Is this wrong?
