speed variator pully

I was told that this 2000 Elite has had a "speed variator pully" installed. What is this?

it's like a CVT (Continuously Varying Transmission). As your engine revs, the pullys open or close depending on belt speed thus changing the ratio from engine to tire.

Does this device effect the the bottom end or the top end of the speed range?

both, its pretty much like an absolutely seemless automatic transmission

do you mean a high-speed pulley, this is part of increasing the engine speed or taking off the restrictions that came from the factory.
Can't afford speed then stay away from it!
