Clutch is acting funny on '85 spree

Ok, The spree has been totally rebuilt at this point├óÔé¼┬ª and now the clutch is acting funny.
First of all I replaced the battery, piston rings, de-carbon engine and muffler. Then I cut muffler open and removed two lose baffle plates. MIG welded muffler shut. I finally I replaced the drivebelt.
The Spree starts and runs great! The problem is the clutch seems to be grabbing way too soon. You give the bike some gas and it starts to roll├óÔé¼┬ª then the clutch locks up and the bike sort of lugs until you pick up some speed.
When I replaced the belt I had a chance to inspect the clutch shoes and they had plenty of meat on them.
What am I missing?
