There is a very very fine mesh plastic pick up tube inside the Honda Spree 50cc fuel tank between tank and petcock. Is it safe to soak this plastic in carburetor dip/cleaner?

No, even though the carb dip of today is much weaker than it used to be, the risk of plastic damage is high.
I would give it a quick blast of aerosol carb spray, followed by a quick blast of compressed air. I have done that many times, was able to get the screen squeaky clean without any damage.

Even spray carb cleaner can melt some plastics if left too long. So being quick is a good idea but I think you'll be fine if you dont leave it too long. Johnniespeed has the way right to do it

compressed air after the spray

compressed air is your friend.
