Hello! '89 Honda Vision - performance improvements

Hello folks! 
I'm Mike from the UK, I picked this vision (NE50MFF) up off the trading post at work for £200, it's in pretty good condition, but after a bit of digging I assume it is restricted like some of your aero models? It uses the AF05E motor, it has a 2 bolt manifold but is variated. Max speed seems to be around 30mph.. Have you any ideas what I could do to try and coax 40 ish mph out of it? From what reading up I have managed, as there isn't much specific to the vision anywhere, is that I need an unrestricted variator, I've found one here, should this do the job?

What sort of roller weights should I be looking at too please?

Would a leo vince SP3 be a good upgrade? I have found one for not too much money.. would I need to alter my jetting to suit any of these upgrades?
