Will spree run w/o auto bystarter?

I have an '86 Spree that I've been working on in the garage. 2 weeks ago I realized that the auto bystarter (auto. choke) was broken and the valve was stuck inside the carb. I removed the top of the choke and left the valve sitting there, and the scooter ran (albeit roughly).

Not satisfied, I cleaned the carb as per the instructions on this site, and reset the air and throttle stop screws to their previous settings (1 1/2 turns out for air, 3 turns out for throttle stop). Now the scooter starts with the first kick, but runs for 1 - 1.5 seconds and dies. After this, it will not start again without a 20-30 minute wait.

My questions:
1) is it possible I got the wrong screw settings?

2) which way does the throttle valve go in? There is a short notch on one side and a groove on the other. Currently the notch is over the throttle stop screw.

3) will the spree run without the auto bystarter? Or did the stuck valve just happen to be in the right spot for it to run before I cleaned the carb?

Thanks MySpree.

I still don't know which way to insert the throttle valve though. Does the short notch go over the throttle stop? It won't fit all the way in if I do it that way.

there is a notch in the carb, that lines up with a lane you will see on the side of the slide, then it will go down all the way.
