Missing part in brake hub

Hey all,
I posted recently on my wheel feeling tight and everybody told me to look at seeing if the brakes were engaged or if my bearings were good. I did check brakes and bearings and found they are all good.
What I found is that i believe i am missing a spacer inside the hub that is pushing the hub against the wheel and actually shredding the metal. Does anybody know exactly what piece I could be missing that would cause the hub to make contact with the wheel? I believe on the inside of the hub is the speedo device that is sort of keyed and something should rest right on top of it to allow the wheel to spin freely.
